This research introduces a clause-anchored approach to metadata propagation. Rather than treating metadata as secondary logging, we define it as a primary governance layer that guides routing, trust scoring, and fallback decisions across modular systems.
Our framework anchors metadata to ClauseAnchors — signed, verifiable data packets used to store propagation state, audit scores, and memory path lineage. We detail how these anchors are used in propagation sweeps and fallback audits, enforced by MeshClauseEngines and validated by RelayMetaAuditors.
This paper serves as the foundation for Metadata-as-Infrastructure, bridging the semantics of clause logic with the procedural structure of real-time AI infrastructure.
